With IAS Rajesh Aggarwal,1989 batch appointed as the new Chief Secretary of Maharashtra, several senior officers have missed the opportunity to head the state bureaucracy. Additional Chief Secretaries I.S. Chahal (1989 batch, Home), Bhushan Gagrani (1990 batch, BMC Commissioner), Deepak Kapoor (1991 batch, Water Resources) and O.P. Gupta (1992 batch, Finance) have missed the bus, as all of them are scheduled to retire before Aggarwal, who is set to superannuate in November next year.
